SECAC bylaws establish the organization’s structure, authority, responsibilities, and procedures. They provide the framework for consistent, transparent, and orderly governance.

Governance

Our bylaws provide the framework for consistent, transparent, and orderly governance: they outline the structure, roles and responsibilities, and how decisions are made. 

Rules & Parliamentary Authority

Robert’s Rules of Order Newly Revised (RONR) provides the parliamentary framework for conducting meetings how votes are counted, and what constitutes a conflict of interest. 

Amendments

Bylaws can be changed through proposed amendment by a vote of SECAC members. 

Consistency & Accountability

All actions, motions, and procedures should be consistent with the bylaws and applicable governing authority. Following the adopted rules promotes fairness, transparency, member participation, and organizational accountability.
