Governance

Our Bylaws provide the framework for consistent, transparent, and orderly governance: they outline the structure, roles and responsibilities, and how decisions are made. 

Rules & Parliamentary Authority

Robert’s Rules of Order Newly Revised (RONR) provides the parliamentary framework for conducting meetings, how votes are counted, and what constitutes a conflict of interest. 

Review & Amendments

SECAC Bylaws are reviewed by an Ad-Hoc Bylaws Subcommittee every two (2) years.

Bylaws can be changed through proposed amendment(s) by a vote of SECAC members. 

Consistency & Accountability

All actions, motions, and procedures should be consistent with the Bylaws and applicable governing authority. Following the adopted rules promotes fairness, transparency, member participation, and Committee accountability.
