Who makes up SECAC?

Parents comprise 50% of the SECAC membership

FCPS staff comprises 25%

Community Members comprise 25%, with up to three high school students able to participate

The Director(s) of Special Education, a Board of Education Liaison, and a Partners for Success Coordinator participate as non-voting members.


What Does Membership Require?

  • Each member serves a two-year term.

  • Individuals interested in membership should submit a letter of interest prior to the annual membership deadline.

  • Each member actively participates on at least one subcommittee.

  • Identify and address concerns about special education

  • Help generate ideas for improvement in special education in Frederick County

When can I apply?

Membership is open each spring, usually from mid-March to mid-May. During open membership application period, please submit your application using this form.
